Officer is a character in The Appearence who is everywhere at once. Generally, if you comm someone, you will reach Officer. It is unknown how he moves so fast between communication lines. Also, Officer is on lots of ships, apparently. It would appear by all standards that he is an omnipresent being who serves with the various governments in The Appearence and other galaxies. Why such a higher being would work with lower beings is not known.
