A government is the leading organization of a civilization. Often, it includes the legislative branch, the executive branch and the high judicial branch, however combinations of the three can and do exist.
A type of government defines how the government operates, such as through democracy or hereditary. Government types differentiate from each other to a relatively wide degree in the Appearence, and are often based off of different fundamentals.
The civilization and government classification enactment of the Capita Council (CAG-CECC, further verbally abbreviated CAGECC), the main coalition of civilizations in the galaxy, defines the names of a type of government, depending on certain parameters.
Under the enactment, there are two sections to the name: The descriptors and the main.

|Constitution||constitutional||if a civilization has an active consistution, in that there is a seperate body for the constitution|
|semi-constitutional||if the active constitution is elected by any non-democratically elected government officials|
|empty||if the constitution is in force, but is passive (does not have its own body)|
|absolute||if there is no constitution (often placed at the start of the government type)|
|Election||democratic||if a civilization's leader is elected by choice of the majority of the population|
|dictocratic||if a civilization's leader is elected by a restricted, minor group of the population|
|hereditary||if a civilization's leader is elected by the previous leader|
|Political parties||one-party||If the civilization is dictocratic or democratic, but there is only one political party allowed|
|multi-party/empty||If the civilization has no or more than one political parties (often unlabeled).|
|non-partisan||If the civilization does not vote based on political parties.|
|Seperation||presidential||if the civilization's legislative and executive branches are clearly set apart|
|parliamentary||if the civilization's legislative and executive branches are not clearly set apart|
|colligatary||if the civilization's legislative and executive branches are clearly set together (often unlabelled if monarchy/totalitarianism)|
