The Capita Council peacekeeping force in Orin and Risuk, abbreviated ORP (pronounced /ɔrp/), is a peacekeeping force established by the Capita Council on June 22, 2012 as resolution 4, proposed by the Gammetan Civilization, in order to enforce and protect the post-conflict countries against each other. The only two belligerents affected were Orin and Risuk. The minor nations supporting the two larger nations were not included in the resolution. The mission commanders are Risuk Captain Kolo and Orin Oversergeant Lisis, a controversial move for a peacekeeping force operating fundamentally against their two civilizations.
The peacekeeping force is scheduled to expire on June 23, 2013, one year after deployment. Originally, until this point, 10 ships were to be stationed around each Orin and Risuk planet, totaling 180 ships. This was downsized to 72 ships – 4 per planet – during the Liberalism war due to limited supplies, and will thus be amended come the end of the war. Their main objectives are to protect against foreign military intrusions and protect refugees.
The vote was passed with an 80% majority, with 24 votes categorized as yes. 11 votes were abstained, meaning that the minimum required for the peacekeeping force to be founded (75%) was 23. Both Orin and Risuk, the two belligerents, votes yes, where as the Kada Empire, a large supporter of Orin, voted no (as well as some of its allies).

The first deployment was announced by the Trade Emergency Coalition on the day the peacekeeping force was founded. It devoted the 6th Element (approximately a sixth of its whole fleet, exactly 25 ships) to the mission. The Gammetan Civilization also moved Prefloro from peacekeeping in Tudia to the peacekeeping force. Lunor placed its 19th unit (21 ships) solely around Orin planets, the reason for which is suspected to be their anti-democratic government. The Jankan Empire contributed 8 ships, though made sure they were accompanied by Techians alone. Unidia, East Tudia and the Retathon Civilization also contributed. The Naasad Civilization contributed one of its five dreadnaughts, as well as enough ships to fully protect 4 planets. On July 2, Manaki contributed 23 ships and the Nonan Monarchy contributed 3.
On August 6, Manaki's 2nd Fleet got transferred from this peacekeeping force to an non–Capita Council one, concerning Sjutnariva. The fleet eventually got in to battle on the 15th, and over half of it was destroyed. They contributed their fifth fleet instead, raising their contribution from 23 ships to 36.
With the Liberalism war, 96 ships – over 50% – were withdrawn by belligerents. Gammeta pushed for and got passed a resolution that would see the downsize of the force until the war concluded, from 180 ships (10 per planet) to 72 ships (4 per planet). Forces were reshuffled accordingly, and 65 of the 72 ships (90%) were left contributing.
